A little update on my progress: Looking to the light pollution policies and laws between states with "no laws" and states "without laws," the line between policy and law becomes blurred. For example, New Jersey has no light pollution laws so across the state they don't worry about it. However NJ has many light pollution policies on a more local level differing between counties and sometimes towns. So, after discovering this, I now realize there is a lot more work to be done than previously thought. In addition to this the next challenge I face is narrowing down my information and focusing on a specific topic.
